It is eventually proposed to set up a
system of detection of waste water in

Hong Kong, which will necessitate an estimated
capital outlay of $300,000 and an annual expenditure
of $40,000. It is hoped that this will result in
a saving of consumption of 2 M.G.P.D. and an
ultimate annual saving of $200,000.
The Governor proposes as a first step to
provide $25,000 for the installation of waste
detection equipment during the present year and
$15,000 for the maintenance of waste detection
services.
We are not in a position to discuss the
details of the arrangements here, I think. Hong
Kong, however, has had to make very large additions
recently to its waterworks services and a still
further addition will be necessary to meet
requirements.
IN
And most years there is some
shortage of supply, necessitating restriction of
/
consumption, and I think it is clear that measures
leading to the prevention of waste are in themselves
desirable even if the ultimate financial saving is
not as great as that originally hoped. We might
send the despatch to the C.A.. for their
observations, but I doubt if they will be able to
supply any useful cominent in the absence of local
knowledge, and I suggest that we may merely
acknowledge the despatch and approve the expenditure
and engagement of new staff proposed, subject to the
approval
